Union asks 2% annual COLA for hourly pay and stipends; seeks pay for hiring-committee work and volunteer inclusion coverage

The Ithaca Teachers Association presented a suite of compensation proposals for hourly and stipend work, hiring-committee participation and volunteer coverage in co-taught classrooms.
Proposal 5 asks for a 2% annual COLA on all additional pay rates for hourly and stipend work for the length of the successor agreement. The ITA listed affected rates and stipend categories, including the fail-to-fill substitute rate (currently $1.00 per minute, proposed $1.02), leadership differentials, in-service workshop pay, coaches27 steps, extracurricular stipends, overnight chaperones and several certification stipends (national-board, ASHA/CCC, LCSW, BCBA).
Proposal 6 would compensate teachers who serve on hiring or candidate-screening committees at their personal professional hourly rate for meetings that occur outside regular contracted hours and for time spent screening candidates (the ITA proposed 15 minutes per candidate at the hourly rate). The section also confirms teacher representation and staff input opportunities for building-level administrative appointments and superintendent searches.
Proposal 7 addresses volunteer-to-fill coverage in multiple-adult classrooms (co-teaching). The ITA proposes that a remaining teacher who volunteers to cover a co-taught class when another assigned adult is absent be paid 75¢ per minute for the time the class would regularly be taught by multiple adults, provided the substitute can be reassigned to another building job.
Proposal 8 proposes raising club-adviser stipends to match minimum-wage equivalents and budgets at least a minimum number of clubs per building; the ITA included multi-year stipend amounts for the high school and middle schools and asked the district not to limit growth in club offerings.
District representatives asked clarifying questions about the granular rate calculations. Both sides indicated they would take these items under advisement and expect counters on dollar amounts when the district returns with financial projections.
