City presents camera strategy: Connect Memphis volunteers, MPD FUSIS, and new enterprise Genetec platform

The city’s Chief Information Officer, Eric Keane, briefed the Economic Development, Tourism and Technology committee on Oct. 21 on the status and strategy for citywide camera systems. Keane described three camera classes: cameras owned and operated by the Memphis Police Department (including enforcement systems, body-worn and vehicle cameras); privately owned cameras registered through the Connect Memphis program (about 12,000 registered, with roughly 2,200 integrated for retrieval in MPD’s FUSIS system); and city divisional smart-city cameras used for analytics and operations (roughly 2,400 devices).
Keane said the city uses two video-management systems: the MPD-standard FUSIS platform for police evidence and operations, and a Genetec enterprise smart-city system for city divisional cameras and analytics. He described deployments of 238 high-end intersection cameras last year (primarily downtown) and another 150 planned deployments; emphasized the preference for fiber connectivity where available; and detailed mobile-camera pilots on seven public-works vehicles that automatically detect clogged drains and potholes and create 311 tickets. Keane noted that high-end intersection cameras may cost an order of magnitude more (examples cited at roughly $10,000 per unit) than lower-cost dash-cam or mobile solutions (examples cited around $500), and explained the city’s preference to extract more value from existing dash cams where possible while preserving an open architecture for vendor integration.
On privacy and security, Keane and Deputy CIO Augustine Botang said the city performs cybersecurity tabletop exercises, works with police, fire, MLGW and federal partners, and maintains compliance with CJIS and other federal standards. Access was described as limited to appropriate agencies; city smart-city analytic feeds are generally processed for alerts rather than long-term unrestricted storage. Council members pressed for clarity about real-time access, AI use, and how private citizens and businesses can choose real-time sharing; staff said owners can opt to stream to police in real time or allow archival retrieval of footage on request.
The committee discussed next steps for interstate corridor cameras with TDOT and MLGW participation, use cases for analytics, and plans to continue expanding collection points and analytics capability.
