Public-health staff presented a targeted request-for-proposal (RFP) for an overnight single‑adult emergency shelter and asked the commission for permission to release a news announcement and place the RFP on the action agenda at the next meeting.
Staff said the county issued a broader RFP in spring but received no applications. To speed a winter-ready solution, staff drafted a minimal, tightly scoped application that asks only for applicant identification, capacity and basic operating experience so an emergency shelter can be stood up quickly if a qualified operator applies. The staff presentation noted a two‑week review window for initial applications and said the RFP will remain open until a suitable applicant is selected.
Commissioners asked staff to check zoning for candidate facilities and to run standard debarment checks on applicants. One commissioner asked to be notified early if staff is aware of entities with past performance issues, so that the board can consider that information before awarding a contract.
Because of weather concerns in parts of the county (staff noted reports of early snow), staff requested permission to read a news release and to put the RFP approval on the action agenda for the next meeting. Commissioners agreed to move the item to the next meeting’s action agenda so a formal vote can occur.
Staff said they would circulate applicant names to the commission early in the review process and would ensure zoning and debarment checks are completed prior to contracting. No contract awards were made at this meeting.
