The Escalon City Council introduced an ordinance to update municipal code Chapter 15 to reference the 2025 California Building Standards (Title 24) and waived the first reading at the same meeting.
City staff told the council the state updates codes every three years to reflect current best practices for life safety and energy efficiency; staff provided a 70‑page summary of changes and brought consultant Brian Bell of CSG Consultants to answer technical questions. Bell said the 2025 cycle includes increased energy efficiency measures, format and administrative changes in the code body and some fire‑protection and exterior stairway requirements.
The council scheduled a public hearing on the ordinance for Nov. 3 and voted to waive the first reading so the item can return for formal adoption after the hearing. No fiscal ordinance or fee change was tied to this introductory action.
