Parks bond report: Marvin Caldwell on track for next summer; Jim Ramser set for 2027 completion

City parks staff presented the monthly general-obligation bond update at the Oct. 14 meeting, outlining completed projects, work under construction, upcoming bids and permitting, and schedule expectations.

Completed bond projects include the Academy Gibson McInnis Aquatic Center and associated site work. Under construction, Marvin Caldwell Park is progressing with grading and building pads for greenways and structures; staff said the project remains on schedule to open next summer. JE Jim Ramser Park has installed erosion-control measures (three ponds and silt fencing) and staff reported the project remains on pace for a 2027 completion.

David Phillips Park is being readied for bidding pending final permits, with bids expected in November. The Academy Gibson Skate Park, pump track and sculpture garden continue in design and permitting; staff said the skate-park design is expected to take longer because of its complexity, though the sculpture garden requires less infrastructure. Hartsell Park’s restroom, which burned previously, has been ordered and is expected to be installed around December; staff said they will not move forward on that project until Academy Gibson field work is finished so fields remain available to the public.

Staff said there were no new updates for WW Flow or the Academy Recreation Center this month and that some projects will enter design phases in fiscal 2026 and 2027. Staff also reported they hold monthly construction meetings and will continue to provide council updates as projects progress.
