Council approves housing delegation, rail support, water infrastructure contracts and $1.8M for housing projects

Concord City Council on Oct. 14 adopted a series of resolutions and contracts that the city said will advance housing, infrastructure and economic development projects.
The council voted to: delegate to the city manager authority over certain summary ejectment/proceedings related to the public housing authority; provide a letter or resolution supporting Bridal Roundball Aluminum Beverage Operations Incorporated’s application to the NCDOT rail division for up to $500,000 to restore a rail spur; authorize the city manager to negotiate and execute a construction contract with Harper General Contractors for the Poplar Tent area water pump station (the agenda listed the lowest responsible bid); authorize the city manager to execute an 18-month construction-administration and project-management amendment with Hazen and Sawyer for approximately $612,450; and approve $1,800,000 in 2026 construction funding for Rebuild/WeBuild affordable-housing projects.
The actions were presented by city staff during the regular meeting and each motion received a second and was approved by the council with a voice/hand vote. Staff said the Poplar Tent pump station award requires a budget amendment to provide the construction funds.
City staff described the delegation of authority as administrative: staff requested that council vest the city manager with authority to manage summary ejectment proceedings connected to the operation of the public housing authority; the council adopted the requested resolution. On the rail-spur item, staff said the request is to provide the NCDOT rail division a city resolution or letter supporting RRB’s effort to secure up to $500,000 to repair the former Philip Morris spur.
On the Poplar Tent water pump station, staff reported that the project was publicly bid and the lowest responsible bidder was read into the record; the contract award includes a required budget amendment to fund the work. Related to that project, staff recommended Hazen and Sawyer for construction administration and project management work and presented an estimated fee of $612,450 for an 18-month engagement; the council authorized putting that agreement in place.
The council also approved a $1.8 million construction funding request for Rebuild/WeBuild housing efforts in 2026; staff referenced a prior work-session presentation by Dr. Graham as background and council members praised the partnership and the organization’s recent audit results.
No roll-call vote counts were read into the record; the council used the standard motion/second and all-in-favor hand/voice method to approve each item. Staff identified a budget amendment requirement for the Poplar Tent project and said staff would return any required documentation to the council as needed.
