Board votes to hold two annual drawings for "power hour" bus routes after fairness debate

The Rutherford County Board of Education voted to hold two drawings each year for "power hour" bus contracts after an extended discussion that balanced fairness to a small pool of contractors against continuity for students.

Board members debated whether contractors who won a fall drawing should be excluded from a spring drawing. Several members noted the number of contractors interested in these routes is small — in some cases only three or four bidders — and said excluding prior winners could prevent them from earning work they rely on.

Miss Rosales said she had spoken with contractors who emphasized that the bidder pool is limited; Miss Darby raised fairness concerns for contractors who had already participated. Several board members, including Mr. Vaught, opposed creating a restriction that would bar successful contractors from applying again.

The motion to approve two drawings per year passed in a roll-call vote recorded in the meeting (six yes, one no). The board also clarified that no new restriction was put in place this year to bar contractors who ran a fall route from participating in the spring drawing; the practice may be revisited later.

Transportation staff said the two-drawing approach aims to increase opportunities for contractors while staff will monitor impacts on student continuity. The department was instructed to schedule the drawings and publish rules for implementation.
