Rutherford Education Association submits signatures to initiate PECCA collaborative conferencing process

Deanna Osborne, president of the Rutherford Education Association, presented the board with petition signatures asking the district to begin the collaborative conferencing process under PECCA (the state law authorizing collaborative conferencing between school boards and professional employees).
Osborne told the board the petition was submitted in October as prescribed by PECCA and asked the board to appoint an equal number of board members and professional employees to a special questions committee that will set the particulars for a confidential poll of teachers on whether to enter formal collaborative conferencing. She volunteered to serve on the committee if the board so chooses.
She told the board Rutherford County has an existing memorandum of understanding (MOU) from previous collaborative-conferencing work; the ratification of that MOU demonstrates the board’s willingness to engage educators and community stakeholders in discussions over salary, insurance and working conditions.
The board accepted the petition and coordinated a brief photo of the petition submission with staff; no formal board action beyond receipt of the petition was recorded in the meeting minutes.
