UHY consultant Jack Regan told the board the school division had four remaining invoices from fiscal 2025 that, if paid from the current categorical lines for instruction and administration, would cause those categories to run negative. The invoices included an IRS payroll withholding payment discovered during recent reconciliations, an MOE (maintenance-of-effort) payment to the Virginia Department of Education (described in the meeting as approximately $243,000), and other smaller items related to annuity and benefit reconciliations.
Regan asked the board to approve transfers between the school appropriation categories so the division could pay the outstanding bills and close FY25. He said the net surplus would be returned to the county once those adjustments were recorded.
The board approved the requested inter-category transfers (discussed in the meeting as roughly $276,000 total) to cover the final invoices and voted to approve the school division's second-quarter appropriation request as presented. The board and school superintendent agreed to schedule an informational meeting between the two boards and school staff to explain the FY25 history and corrective steps. The motion authorizing the transfers and the appropriation carried on a voice vote.
