The Northumberland County Board of Supervisors approved the use of $22,006.32 from the county's capital improvement plan (CIP) to pay the school division for a well assessment by Stantec intended to meet Virginia Department of Environmental Quality (DEQ) abandonment requirements for the elementary school well.
Mr. Hardcastle told the board he reached out to several firms and received two proposals in time for the meeting; other companies declined because they recommended Stantec and because procurement must be qualifications-based rather than price-only. Hardcastle said he is requesting the board's approval to move forward with Stantec so the assessment can begin, and that one additional proposal was pending but did not arrive in time for the meeting.
Hardcastle described the projected timeline: once the board approves the assessment, the contractor will meet with county staff to set a date to install a transducer in the well. After installation the contractor will monitor water levels for about four to six weeks and then provide an assessment of conditions and recommended next steps. If construction is required the county expects to post a separate RFQ for work expected to exceed $30,000.
Staff told the board that $110,000 had been set aside in the county CIP and asked that a portion be used to pay the assessment; the board clarified that the school division will hold the contract with Stantec, and that the school will invoice the county and the county will pay from CIP funds. The board approved the motion to allow the school division to receive $22,006.32 to proceed with the assessment.
County staff and Hardcastle emphasized that DEQ will need to be involved in later phases and that the assessment is required before any construction work begins. The board was also told installation of a transducer is standard; if the transducer cannot be installed the contractor may use a sonic water-level meter at additional charge only for services performed.
The board directed staff and the school division to complete the contractual steps and to return with the assessment results once monitoring is complete.
