Northumberland County supervisors certify closed meeting and approve routine payments, appropriations

The Northumberland County Board of Supervisors convened a closed meeting under the Virginia Freedom of Information Act and later certified by roll call that only matters lawfully exempted were discussed. After returning to open session the board approved a set of routine financial actions by voice vote.

The board certified the closed session by roll call; supervisors Williams, Long, Bridal, Miss Fisher and Danny Boat each answered “Aye” when their names were called. The closed session had been convened to discuss personnel matters and a public contract and to allow the county administrator, assistant county administrator and EMS staff to attend as necessary.

In open session the board authorized a handwritten check to cover a sheriff’s office invoice that had not been fully covered by a prior supplemental appropriation. County staff said the invoice total was $14,004.57 and a previous supplemental appropriation covered only part of that amount; the board approved issuing the check to avoid late payment.

The board also approved two supplemental appropriations for the finance department. Staff explained the first appropriation totaled $133,407.94 and covered salaries and associated payroll costs (FICA, VRS, group life, Voya, short-term and long-term disability and hospitalization). A second appropriation of $5,589 covered training, VEC and office supplies.

Finally, the board approved a motion to carry over remaining agenda items to Oct. 29 at 12:00 p.m. The actions above were taken by motion, second and voice vote unless otherwise noted; roll-call votes were recorded only for the certification of the closed session.
