Planning commission approves River Bluff annexation, subdivision with building-line conditions

The City of Tuscaloosa Planning & Zoning Commission on Thursday recommended annexation of roughly 40.8 acres south of 3685 River Bluff Drive and approved a related subdivision plan that will create 24 lots for the River Bluff Subdivision.
The commission approved annexation case AN1525 and subdivision S7025 after staff presented a revised plat and the developer agreed to several changes requested by neighbors. The developer reduced the original plan from 31 lots to 24 and accepted a 40-foot minimum building line along three lots that adjoin an existing subdivision. The record also includes a 20-foot minimum side-yard/building line on Lot 1 at the request of the adjacent owner.
Leo DeCoyne, director of planning, summarized staff comments and showed the revised plat, saying the site is identified in the city framework as a primary expansion area. Paul Burkhalter, speaking for the petitioner and the developer, told the commission he met with the Acadian Place homeowners association and negotiated covenants and the building-line changes. “We did do the 40-foot minimum building line that they requested and reduced the number of lots,” Burkhalter said. He also confirmed the agreement to provide a 20-foot side-yard on Lot 1 for the adjacent owner.
Doug Simpson, representing the Acadian Place HOA, thanked the developer and the commission for the discussions and said the HOA looks forward to negotiating HOA membership and covenants. JD York, the adjacent landowner, said the additional 20-foot setback addressed his concerns and that he was satisfied.
Engineering staff reported no objections to the two variance requests related to street/public-street matters; the commission noted the engineering review and added the 20-foot minimum building line to the record before voting. The commission took voice votes: the annexation was accepted and the subdivision motion was approved.
The approvals are forward-moving items; the annexation will be presented to city council as the final decision-maker where the council will adopt ordinances implementing the annexation and subdivision approvals.
