Wayne selects General Code platform; select board removes parks ordinance from codification for rewrite

General Code representative Zachary Dumas briefed the Select Board on the two-year codification project the company began for Wayne in January 2024, explaining the process, hosting platform (Ecode360), and options for posting non-codified ordinances.
"We work at the local level to help communities codify their ordinances and their regulations," Dumas said, describing Ecode360 as a searchable, hosted municipal-code platform that accepts XML-derived content and supports ongoing supplementation. He explained pricing basics discussed with the board: a three-year annuity (currently $11.95 per year, scheduled to rise later) and a supplementation labor rate (Dumas cited roughly $28 per page as an estimate for post-adoption edits).
Board members asked how the codified material would be linked from the town website, whether chapter PDFs could be offered as an interim solution and whether non-codified items could be placed in a public-documents area. Dumas said the town's website can host a single hyperlink to the Ecode360 municipal-code home, or staff could download chapter PDFs for local hosting; Ecode360 also supports a "PubDocs" area for documents not yet integrated into the code.
The town manager raised concerns about the parks ordinance included in General Code's draft: the parks language is about 30 years old, contains residency and use provisions that may contradict grant terms and appears to vest rulemaking for certain recreation lands in an entity that no longer operates. After discussion the select board moved to remove the parks ordinance from General Code's final deliverable and to undertake a re-draft of the parks rules locally; the motion carried, 5-0.
Dumas said the code cannot go live on Ecode360 until the municipal code is formally adopted by the town (typically at town meeting); after adoption the town would transmit adopted ordinances to General Code for final incorporation.
Ending: The board concluded the General Code project can go forward for the selected chapters, but the parks ordinance will be reworked outside the current codification timeline; staff will return with options and cost estimates for rewriting the parks rules and for integrating remaining ordinances in future phases.
