Interim City Manager Stuart Hamilton and staff described a competitive procurement that produced an estimated roughly 20% savings on medical premiums compared with the prior year; staff also noted a change in employee share of premiums from 6% to 8% of total cost. Hamilton said the city previously relied on brokers and that direct negotiation yielded more favorable pricing.
Council adopted both resolutions by roll-call votes. Staff characterized the approvals as necessary to align coverage renewal dates and to provide continuous coverage to employees.
