Macomb Township approves SAD for new subdivision, several public-works contracts, hires fire training officer and extends grant-writing contract

The Macomb Township Board of Trustees voted unanimously Wednesday evening on a package of routine and project-focused items, including creating a street-lighting special assessment district, awarding multiple public-works contracts, hiring a fire-training officer and extending the townshipgrant-writing services contract.

Moniker State Site Condominiums Phase 4 SAD The board held a public hearing on the proposed special assessment district (SAD) for street lighting in the Moniker State Site Condominiums Phase 4 development and, after no public comment, adopted the resolution establishing the SAD. Staff explained the SAD is required to pass along DTE street-light charges for new developments. The resolution passed by roll-call vote with all present trustees voting yes.

Security cameras (DPW addition) — $14,656.37 The board approved purchasing security cameras for the Department of Public Works (DPW) addition from MCA (formerly Presidio) for $14,656.37. MCA will coordinate installation with the construction contractor (Quadrate). Motion to approve was moved and supported; vote was unanimous.

Recreation center dumpster relocation — $57,488 (DeMambro Construction) Twelve bids were received for relocating and enclosing the rec-center dumpster (new pad, demolition of the old site). DeMambro Construction was the lowest responsible bidder and was awarded the contract for $57,488. Motion passed unanimously.

Town Hall ADA ramp and walkway — $11,000 (Metropolitan Concrete) The board awarded the ADA ramp and walkway reconstruction at Town Hall to Metropolitan Concrete. The township received a $10,000 grant toward the project, making the township share approximately $1,000. Motion passed unanimously.

Hire: Fire training officer — Benjamin Rice The township authorized extending an offer of full-time employment to Benjamin Rice as fire training officer following an IAFF-CBA-compliant posting and interviews. He will be hired effective in November. Motion passed unanimously.

Adopt Macomb County Hazard Mitigation Plan (20252030) The board adopted the county hazard mitigation plan, which had been approved previously by state and FEMA review. The plan aims to identify and mitigate natural and man-made disaster risks across Macomb County.

Kenwood mobile radios — $68,190.04 (Spectrum Wireless) The board approved purchasing 12 Kenwood mobile radios for fire apparatus from Spectrum Wireless for $68,190.04. Staff reported the Kenwood units offer approximately 40% cost savings versus prior Motorola options and the purchase was within the fire-improvement budget.

New polling location for Precinct 5 Following precinct consolidation allowed under Public Act 88 of 2023, the board approved moving Precinct 5 polling location from L'Anse Creuse Middle School North to L'Anse Creuse High School North to provide increased parking and larger facilities. Registered voters in the precinct will receive new voter ID cards notifying them of the change.

Extend grant-writing services agreement (Team Row, Inc.) — $100/hr The board extended its grant-writing agreement with Team Row, Inc. at the existing hourly rate of $100. Staff reported the township spent $11,700 on Team Row last year (an amount elevated by deputy supervisor leave) and said Team Row has assisted on several successful grant applications, including a TAP grant worth $2.6 million.

All motions passed unanimously unless noted. Several items were accompanied by confirmation-of-process memos and staff presentations; roll-call votes were used where required.
