Commission on Children and Youth to focus 2025–26 work on youth resiliency

The Montgomery County Commission on Children and Youth said it will make youth resiliency its single priority for the 2025–26 cycle and will pursue recommendations that aim to support youth before problems escalate.
A commission representative said the commission includes 25 of 27 members and seven youth members; it noted Chelsea Zhu as a youth vice chair. The commission described resiliency as a proactive, positive approach designed to ensure young people feel acknowledged and supported across county systems rather than adding burdens.
The commission reported three meetings so far: sessions with the county CAO to discuss how to make the commission more effective, an academic briefing on resiliency research, and planned meetings with Health and Human Services staff to map current county efforts. The commission said it will reach out to nonprofit partners and community stakeholders to identify existing resiliency programs and then issue recommendations in 12 months.
The commission also asked the council for clearer feedback mechanisms so volunteer commissions know the status of their recommendations after submission to the county.
No formal actions were taken at the hearing.
