Denise (staff presenter) told the board the original Tolar contract (awarded in 2021) was later increased, reflected replacement and new installation work during the pandemic and helped raise sheltered stops system‑wide by 39% compared with 2020. Staff requested an additional $3,028,493, which would bring the contract’s not‑to‑exceed value to $6,000,800 and ensure funding for projects currently in design and construction.
Denise described several active projects — for example, a new shelter at Rosa Parks and Monroe — and said the agency’s Choose How You Move program anticipates installing 20–40 new shelters per year as design and capital projects are completed. Staff also noted lead times for manufacturing and the plan to solicit services that will coincide with the contract’s January 2026 expiration. Funding for the projects is included in the MTA’s Capital Improvement Program.
Board members praised staff for improved shelter cleanliness and service and asked how many new shelters the increase would add; staff said a number are already in construction and that the requested amount covers ongoing work and replacements. The operations and finance committee moved, seconded and the board voted to approve the contract increase.
