Kirksville hires McClure Engineering to design Mill Street reconstruction

Public Works Director Adam Dorril told council the street has failing pavement, subbase and drainage problems and that several sections are thinly paved. He said the design proposal from McClure, one of the city27s on-call engineering firms, caps design costs at $180,900 and estimates about seven months from notice to proceed to a bid-ready package. "The design work would not exceed a $180,900. They estimate about 7 months from when they get the notice to proceed," Dorril said.
Dorril said design will address pavement depth, subbase repairs and intersection grade adjustments to improve drainage; staff noted some right-of-way constraints on the west end of the project. Council approved the contract and staff said construction funding would be proposed in next year27s budget with the goal of construction in 2026.
Why it matters: Mill Street is a well-traveled side street whose pavement and drainage issues have required repeated patching. The project is visible to many residents and aims to correct structural and drainage deficiencies.
