For events that advance to national competition through Wyoming High School Activities Association (WHSAA)‑sanctioned culminating events, the draft would add up to $75 per participant toward registration costs, also capped at 10 participants plus one sponsor. Staff said those limits are intended to preserve fund balance while continuing to support qualifying students who advance to higher‑level competitions.
Business staff noted the discretionary account balance and estimated typical and extreme‑year costs. In a typical year the line items would total roughly $11,700; in an extreme scenario the expense could approach $14,000, leaving a potential shortfall of about $1,500–$1,600 compared with current reserves. Trustees and staff discussed several limit options: a single request per school year for each group, first‑come first‑served treatment for national qualifiers, or allowing an optional second request only if funds remained after initial awards.
The board also agreed to add explicit signature lines and routing instructions to the application. The revised form will require the sponsor’s signature, the building principal’s signature, and activities‑office signoff for national events so the activities office can maintain the list of qualifying participants. Trustees asked that application wording change “national qualifying event” to clearly reference a WHSAA‑sanctioned or otherwise sanctioned national event as determined by the activities office.
Board members asked staff to prepare the final language and bring it to the regular meeting for a motion. Trustees signaled support for wording that balances support for student participation and prudent stewardship of district discretionary funds.
