BEXLEY — At the second reading of Ordinance 24‑25, council heard that increases in recreation programming and participation have produced offsetting revenue and are driving a request for supplemental appropriations. Recreation Director Michael Price said most additional expenses are program-driven and largely matched by participant fees.
Price explained that many program increases are revenue-offset — for example, class enrollment increases yield higher instructor payouts tied to a 75/25 split for instructors, while referee and preschool accounts reflect timing and staffing variances. "When we are coming back and asking for additional funds, there's an offset, in revenue," Price said. Staff advised council that anticipated amendments will be posted and that no vote on the amendments was expected at this meeting.
Councilmembers thanked staff for advance briefings and one-on-one budget meetings. President Lampe and Councilmember Saad confirmed the item will not be placed on the consent agenda and that formal amendments will be available before the next meeting.
