Planning commission approves 29 temporary modular classrooms for Stephenson Elementary with park‑restoration condition

The Grandview Heights Planning Commission on Oct. 15, 2025 approved a major site plan and associated variances to allow 29 temporary modular classrooms at 1241 Fairview Avenue to house Stephenson Elementary students while the school is demolished and rebuilt.

Jay Tadena, construction manager for Alford Construction, told the commission the units are “temporary modular classrooms that are gonna make way for the demolition and construction of the new Stephenson Elementary School.” The applicant said the modulars will connect to existing utilities, include covered walkways between units and be restored to turf after removal.

City planning staff reviewed zoning and engineering issues and recommended approval with conditions. Jordan Selmaq, city planning staff, read a recommended condition requiring the district to complete an agreement with the city for restoration if the city park is used for staging: “The Granview Heights School District completes an agreement with the city of Grandview Heights regarding the restoration of the city park after construction and deconstruction of the modular classrooms.” Staff also…
