Dr. Pia said: "What my family experienced, specifically my mother, firsthand, was a lack of clear communication, guidance, and empathy during an already painful time. This is unacceptable." She told council she placed the item on the agenda to seek clarity on current policies and to prevent other families from facing similar problems.
HR staff responded that the city maintains a group life insurance policy and that Human Resources had discussed options with benefits administrators. HR said a "retiree plus" option exists that could allow employees who retire under age 65 to continue coverage without increasing premiums.
After discussion, Councilman Sedona moved and Councilman Carrasco seconded approval of Resolution 25-10-02R as presented; the motion carried by the council. The resolution directs staff to review and clarify policies governing retirement and death benefits for employees and to report back to council with recommendations.
The motion was procedural; no specific benefit changes or dollar amounts were adopted at the meeting. Council asked that staff return with revised policy language for council consideration.
