Finance staff told the committee on Oct. 21 that the district completed on‑site audit work Oct. 3 and expects a draft audit in November to present to the board. Staff noted two state reporting deadlines: the annual financial report (AFR) due Nov. 30 and the Child Nutrition financial report due Dec. 31.
Staff said the district has improved internal audit preparation costs compared with prior years and commended business‑office staff and budget managers for daily reconciliation practices that reduced external preparation costs. The business office also outlined the budget‑planning calendar and provided budget‑manager guidance issued Sept. 17 and Oct. 9.
Committee members discussed fiscal pressure for FY26: staff said an anticipated index of 3.5% for next year is not yet final and that fixed cost pressures —including negotiated salary steps and potentially higher custodial contract costs— will create tradeoffs in the budget. Staff said there are no new district dollars earmarked for the high school renovation and that financing will require careful prioritization.
On the Commonwealth budget impasse, business staff circulated a memo describing the potential timing and impact of delayed state revenue and outlined short‑term priorities for payments and discretionary spending reductions. Staff said state payments, once authorized, may take 4–6 weeks to reach districts and advised budget managers and building staff to curb discretionary purchases and consider sharing supplies across buildings.
Staff reported a FEMA reimbursement process that began with a 2022 application; they said the district was informed in May that it would receive about $131,000 and that funds have been received. The business office also summarized September financials, noting roughly 88% of local revenue collected to date and that state and federal revenue receipts remained low; staff emphasized the district—ash position is stable but recommended continued monitoring if the Commonwealth delay persists.
No committee votes were taken on budget actions; staff said they will continue to update the committee and bring any specific proposals requiring board action forward as needed.
