Developer says phase 1 housing has broken ground; seeks identical phase 2 tax abatement

The developer showed general layouts for the homes and said the CMA homes have already started construction. He told council staff are preparing paperwork for a phase 2 tax abatement agreement intended to "roll forward the exact same agreement that we had on phase 1" so the developer can build additional houses under the same terms.
No formal ordinance or agreement for phase 2 was before the council at this meeting; the presenter said only the final administrative item (described as the "airframe") remained in process and that he expected to return on a future agenda with a recommended phase 2 abatement.
Council did not take a vote on the phase 2 abatement at this meeting. The developer said he planned to share home designs with the council and the public and that work is continuing on phase 1.
