Council members and staff discussed a recent county meeting in which county commissioners raised concerns. City staff said they had provided commissioners a comprehensive packet answering each question and that they have a detailed vendor quote prepared for grant and ARPA applications. Staff and council discussed breaking the project into components (infrastructure/concrete pad, landscaping and play components) to allow potential external funders to decide on specific contributions.
Officials said the splash pad was quoted at roughly $150,000 when the grant materials were prepared two years ago and acknowledged that inflation will increase costs. Staff said they hope to post bid documents in January and start construction in March or April so the splash pad could be open by midsummer if funding and approvals are secured. Council members asked for a breakdown of costs, clarification of county contributions and confirmation of parking and park-board coordination. An engineering contract has not been retained because staff are awaiting a formal notice to proceed from funding sources.
