The Transportation Commission approved the meeting consent calendar and a package of amendments to the 2024 State Highway Operation and Protection Program (SHOP) during the session.
Consent calendar: Staff recommended approval of Tabs 43–68 on the consent calendar. Vice Chair Eager moved approval and Commissioner Tiffany seconded; a vote was recorded and the motion passed. No public comment was received on the consent calendar. The commission record lists change items for Tabs 47 and 68.
Tab 69 — 2024 SHOP amendments: Staff presented Tab 69 as an action item to program changes in the 2024 SHOP. With one change read into the record — Caltrans withdrew its request to add project EA03-0J910 (PPNO 03‑8385), a Sutter County safety project that requires schedule revisions — the amendments as presented would add 45 new projects and revise 36 projects in the 2024 SHOP. Staff explained the breakdown of the 45 new projects: 22 come from reservations (for major damage, safety and unplanned needs), 18 are reprogrammed projects whose prior funding lapsed and were adjusted for cost and schedule, and five are brand‑new mid‑cycle projects; staff said Caltrans adjusted other program entries to make funding room for the five new projects. Staff recommended approval.
Commissioner Tiffany moved the Tab 69 motion and Commissioner Bradshaw seconded; the motion passed. Staff said supportive letters for the Tamalpais overcrossing project had been received and shared with commissioners; a subset arrived late and would be posted when possible. The withdrawn Sutter County project (EA03‑0J910 / PPNO 03‑8385) will be resubmitted once schedule revisions are complete.
