Mid Kings River GSA authorizes pilot to evaluate replacement of three dry domestic wells

Chuck Kenny, general manager of the Mid Kings River GSA, told the board staff had identified three domestic wells within the GSA that may be eligible for replacement under the agency’s domestic well mitigation program and said Self Help Enterprises is providing temporary water for those properties.
Kenny asked the board for direction on whether to proceed with review and potential replacement under the already‑adopted mitigation program or to wait until a funding mechanism is established. He said staff will collect detailed information and return specific quotes for board approval if the board directs staff to move forward.
Board members discussed program scope, fairness and cost containment. Several supervisors expressed concern about paying full replacement costs for older, poorly maintained wells and asked that eligibility and cost‑sharing guidelines be applied. Kenny said the GSA would use the existing program criteria and could amend policy language as needed. Staff estimated replacement of the three currently identified wells would cost less than $180,000 in total; Self Help has been providing interim water service and would assist with logistics.
Supervisor Joe Neves moved and Supervisor Rusty Robinson seconded a motion to proceed with a pilot limited to three wells, include extensive record‑keeping, and return specific cost quotes and approvals to the board. The motion passed on roll call with four votes in favor and two members absent.
