Board awards Hanford and Lemoore library remodel construction and hires construction manager; state grant pays most costs

The Board of Supervisors on Oct. 21 approved a construction agreement with Catch Environmental, the lowest responsible bidder, and a consultant agreement with APSI Construction Management for construction management services for remodel projects at the Hanford and Lemoore library branches.
Staff said the remodels will update fire protection, HVAC, plumbing, electrical and ADA components; improve lighting, shelving, and digital connectivity; and create flexible public spaces. The Hanford remodel includes an expansion and upgraded children’s area. Base bid completion is scheduled at 280 working days from commencement.
The county received four construction bids; Catch Environmental submitted the lowest responsible bid at $12,948,073. Staff said the construction costs for Hanford total approximately $7,942,780.45 (about $6,000,000 grant‑funded, roughly $2,000,000 non‑grant), and Lemoore costs of about $5,005,292.54 (about $4,500,000 grant‑funded, $557,000 non‑grant). The projects are funded primarily through the California State Library Building Forward infrastructure grant; non‑grant items will be paid from the library fund.
The board also approved APSI Construction Management’s contract for $626,290 ($385,774 for Hanford and $240,516 for Lemoore) to provide on‑site representation, oversight of RFI/submittal/change‑order processes, testing and inspection oversight, punch list and closeout documentation.
Both items passed on roll call votes with four supervisors in favor and one absent. Staff will implement construction and construction management contracts and return to the board as necessary during construction.
