Dallas County proclaims National Weatherization Day as HHS highlights program impact and federal funding

Dallas County Commissioners Court on Oct. 21 unanimously approved a resolution recognizing Oct. 30, 2025, as National Weatherization Day and heard Health and Human Services officials describe the county's weatherization assistance program and recent federal funding developments. The court approved the resolution by voice vote with no recorded opposition.

Officials said the Dallas County Weatherization Assistance Program, administered by Dallas County Health and Human Services, has provided weatherization services to more than 10,000 homes since 1997 and currently serves roughly 300 households a year. Program work cited by presenters includes attic, wall and floor insulation; duct and ceiling sealing; window and door weatherization; energy-efficient lighting; and repair or replacement of unsafe heating and cooling systems.

Mark Edwards, assistant director for social services at Dallas County Health and Human Services, said the program addresses both energy costs and health risks. "Our weatherization program is more than an energy-efficiency program. It truly is a life-saving program," Edwards told the court, noting the program provides emergency air-conditioning and heating units during temperature extremes and addresses hazards such as carbon monoxide and fire risk.

County staff also told the court the program leverages federal and state partnerships, including the U.S. Department of Energy and the Texas Department of Housing and Community Affairs. Commissioners and staff discussed recent allocations tied to the bipartisan infrastructure legislation; county staff said a new contract reflecting that federal funding was briefed to the court previously in October and that the contract remains in place. Commissioners asked Health and Human Services to prepare written fact sheets and outreach materials so the court could brief members of the congressional delegation if those funds require advocacy.

Commissioners emphasized both the public-health benefits and the cost-relief impacts for low-income households. Staff noted the program's focus on seniors, veterans, families with children and persons with disabilities and said measures such as improved ventilation also help indoor air quality.

The resolution declares Oct. 30, 2025, as National Weatherization Day in Dallas County and commends more than two decades of program work. The court moved and seconded the resolution and recorded the outcome as approved unanimously.

The county requested that Health and Human Services supply commissioners with prepared materials describing the scope of the federal funding and a summary of program performance so the court can follow up with congressional offices if needed.
