Board approves Kings County participation in Tulare County hazardous‑materials team amendment through 2030

The Board of Supervisors on Oct. 21 approved a first amendment to Kings County’s participation in the Tulare County interagency hazardous‑materials (hazmat) team. The amendment is retroactive to July 1, 2025, and runs through June 30, 2030. The annual cost for Kings County is $15,554; the total contract amendment cost over the amendment term is $77,770, to be paid from the county fire fund through existing savings and program restructuring.
Kings County Fire Deputy Matt Sanfilippo explained the regional partnership formed in 2019 to pool specialized technicians, equipment and training needed to respond to large‑scale hazardous‑materials incidents. Sanfilippo said the multi‑agency arrangement allows jurisdictions to maintain a level of response they could not support individually, particularly for incidents involving large quantities of materials moving by road and rail.
County counsel reviewed the amendment "as to form and risk," staff said. The board approved the amendment on a roll call vote with four supervisors in favor and one absent.
The contract will keep Kings County connected to the regional hazmat unit housed in Visalia, maintaining access to specialized protective gear, monitoring equipment and trained technicians for incidents that exceed local capacity. The county will fund the participation from the fire fund and said the amount can be covered through savings and restructuring of other departmental programs.
