The Mountlake Terrace City Council unanimously adopted an ordinance to annex a single unincorporated lot listed on the agenda as "2422940 Eighth Avenue West" (staff said the correct street address should be 40 Eighth Avenue West) and to designate the parcel R‑1 (single‑family residential).
Sarah Pizzo, senior planner for the City of Mountlake Terrace, told the council the property is roughly 17,000 square feet (about 0.4 acres), is surrounded by city limits on all sides and is within the city’s urban growth area. The property owner requests annexation in order to receive city sewer service; staff said the parcel currently is on septic. Pizzo said the comprehensive plan designates the site R‑1 and the Planning Commission recommended R‑1 zoning to match the plan and surrounding single‑family improvements. A State Environmental Policy Act review resulted in a determination of non‑significance (DNS). The Boundary Review Board waived review because the parcel is under 10 acres and has an assessed value below the statutory threshold.
Councilmember Aaron Murray moved to adopt the annexation ordinance and the zoning ordinance designating the property R‑1; the motion was seconded and the council approved it by voice vote with all present voting "Aye." Mayor Pro Tem Wall had been excused earlier in the meeting.
The ordinance will be finalized with required notifications to county and state agencies and implementation steps to connect the property to sewer if and when permitted.
