The board heard a first reading of proposed Human Resources policy changes affecting employee health and supplemental insurance. Tony (HR) presented edits to Chapter 5 of the HR manual, including language to reflect a four-tier premium structure and a procedural change that delegates authority to set the payroll-deduction schedule to the county administrator in consultation with finance and HR staff.
Staff explained that because the county is moving to four premium tiers, it proposes a rule that when two county employees are spouses they must select either employee/ spouse coverage or family coverage under one employee rather than each maintaining two single plans. The intent is to align benefits with the updated premium structure and to avoid duplication of single-coverage enrollments. The proposed change will be included in a schedule posted to the employee portal and would not require the board to approve every vendor or payroll-deduction timing change.
The proposal was presented for first reading and will return for board action at a subsequent meeting.
