Council selects Kraus-Anderson as CMAR, approves architect agreement for Civic Campus; votes split on portions

The Roseville City Council on Oct. 13 selected Kraus-Anderson as the construction manager-at-risk for the Civic Campus master project and approved an agreement with LHB for architectural services; votes were divided by project portion.
Public Works presented a multi-step procurement for the Civic Campus master project. Staff said eight firms responded to the RFQ and the top five received RFPs; two firms were shortlisted and interviewed. Staff recommended Kraus-Anderson as the construction manager-at-risk (CMAR) based on experience with public projects, proposed team, and fee structure.
Council moved to divide the question and then voted separately. The maintenance operations center (MOC) portion of the CMAR selection passed unanimously. The remainder of the project (Lisonebee/passport/dance studio portion) passed 3–2 with council members Bauer and Schroeder in opposition. Fryhammer noted Kraus-Anderson’s familiarity with the project and its proposed community-engagement resources.
Separately, staff presented a finalized professional services agreement with LHB for architectural services (base services, $2.6 million). Council approved the architectural agreement 3–2. Staff and the city manager committed to developing clear thresholds and reporting requirements for change orders and potential budget impacts during design and construction.
Staff said the finalized CMAR and architect contracts will return to council for formal contract approval on Oct. 27. Council asked for further detail on thresholds for council review of contract changes and for clarity on the split of costs funded by sales tax vs. other sources.
