Council adopts updated streetlight policy setting 0.3–0.6 foot-candle illumination target

Assistant City Engineer Eric Hendrickson and Public Works Director Jesse Fryhammer reported field luminance measurements at three study intersections and recommended adopting an illumination target of 0.3–0.6 foot-candles for residential areas, consistent with industry guidance and Minneapolis practice. Fryhammer said staff performed measurements on a moonless night and that current measured levels at study locations were substantially below the recommended range.

Staff proposed updating the streetlight policy to add the illumination target and to proceed with installing lights at three previously delayed locations; staff also recommended eliminating a formal appeals process for required lights because a clear standard would determine installations. Council members discussed placement of the standard in the policy text and emphasized pedestrian safety. Council member Graf noted that lighting can affect a pedestrian’s sense of safety and said downtown-style downward-directed luminaires are preferable.

Council moved to adopt the updated streetlight policy with a small editorial relocation of the illumination target in the policy text. The motion passed unanimously. Staff said installations would proceed as funding and utility schedules allow.
