Planning commission approves compliance review for proposed food‑packaging facility in County Road 400 South Overlay

The Henry County Planning Commission voted to approve a compliance review for a proposed Nio International food‑packaging facility in the County Road 400 South Overlay District during its public hearing.

Corey Murphy, representing the applicant, said the proposed site is “in the industrial park … 8 acres at the northwest corner of Brooks Drive and Eighth Way,” and that the company is a food‑packaging manufacturer exploring its first permanent U.S. facility. Murphy told the commission the project could involve between $7 million and $9 million in investment and about 50 new jobs over several years.

The commission considered whether the proposal complies with the County Road 400 South Overlay District provisions. Staff and the applicant said they had reviewed the company’s intended operations and emissions and did not find conflicts with the overlay’s prohibited uses. Murphy also said the proposal previously passed review by the Henry County Redevelopment Commission and had been discussed with the county council and other officials as it advances through the county’s permit sequence.

Commissioner Dale Hall moved to approve the compliance review; Commissioner Steve Dellinger seconded. The commission conducted a roll‑call vote and recorded unanimous approval, clearing the item to proceed to the next steps in the county and state permitting process.

The applicant and staff noted this approval is an early, site‑compliance determination; future development plans and permits (water, wastewater, stormwater, air quality and other required authorizations) remain to be filed and reviewed by the appropriate agencies.
