Council approves contracts for Jade Street/Treasure Cove playground and restroom renovations

The Capitola City Council on Oct. 23 approved construction contract awards for the Treasure Cove playground at Jade Street Park and an associated restroom renovation, following a staff report and public comments by community fundraisers.
Staff reported that the playground project required complete demolition of the existing structure, grading, drainage and new accessible play equipment and site furnishings. After a sealed bid process with multiple submissions, staff recommended award to SSP Construction as the lowest responsive bidder for the playground; the restroom renovation award went to CWS Construction. Staff said the playground engineer’s estimate was roughly $2.3 million and that the responsive low bid for the playground was approximately $2.4 million; the restroom bid was about $484,000.
County Park Friends, the nonprofit fundraising partner, thanked the council and staff. “We raised more money than we set out to do, and therefore, we get to do this beautiful playground,” Mariah Roberts, executive director of County Park Friends, told the council during public comment.
Council approved the recommended awards by roll‑call vote; each voting member recorded an “aye.” Staff said work is underway on other site components and that the park closures for construction will happen ahead of the winter rainy season. Barring unforeseen delays, staff said the playground, restrooms and other Jade Street site elements are expected to reopen during 2026.
