Lebanon — The Lebanon Board of Public Works and Safety opened five bids on Oct. 14 for the Abner Longley Park perimeter path project, which would extend a southern perimeter path and create connections to the Big 4 Trail.
City Engineer Kevin Kralik read the bids into the record: Ace Paving LLC ($417,425); Triangle Asphalt Paving Corp. ($481,461.43); PAF Excavation ($710,700.50); Globe Asphalt Paving ($986,586.21); and Baumgartner and Company LLC ($997,412). Kralik said the apparent low bidder at opening was Ace Paving LLC.
Why it matters: the project would complete an accessible loop around Abner Longley Park and provide a pedestrian connection across the south side of the former conservation club pond to the Big 4 Trail. Kralik noted the Ace Paving opening figure is well below the city’s $650,000 budget for the project.
Next steps: Kralik told the board that staff will review each bid for responsiveness and contractor responsibility and return with a formal recommendation at a future meeting. No contract award was made at the Oct. 14 meeting; bids were taken under advisement.
Quote: "It does appear as of opening that the apparent low bidder is Ace Paving LLC with a bid of $417,000," Kralik said while reading the bid amounts and noting the result is under budget.
Procurement details: bids were submitted by the 5 p.m. deadline and will be evaluated under the city’s procurement rules. The board’s action on Oct. 14 was a public bid opening; a contract award will require staff recommendation and a board vote.
Local context: the perimeter‑path project was described as including a southern perimeter extension and a connection from the park parking lot east across the pond area to the Big 4 Trail; the park and trail will remain open except where race closures are required for scheduled events.
