Stephens County adopts amended SPLOST ballot language correcting Avalon projects
Summary
The Stephens County Board of Commissioners adopted an amended resolution to correct an error in SPLOST ballot language so the city of Avalon's listed projects match the intergovernmental agreement. The correction replaces a reference to water-system upgrades with upgrades to Avalon City Hall and city parks and will be included in absentee notices.

The Stephens County Board of Commissioners voted to adopt an amended resolution correcting the SPLOST (special purpose local option sales tax) ballot language for the city of Avalon so it matches an existing intergovernmental agreement.
County Attorney Rank told the board the original SPLOST resolution contained an error in the Avalon project list and that amending the resolution would ensure the ballot and absentee materials are correct. "What you're doing here is amending your resolution to make this match the IGA so that our ballot will be correct," Rank said.
The amended language replaces a line that had listed "water system upgrades" for Avalon with a description of funding for "upgrades to city hall and upgrades to city parks for the city of Avalon, Georgia." Rank said notices of the correction will be placed in ballot boxes and sent with absentee ballots.
Commissioners moved and approved the amendment during the meeting; staff said the action is a housekeeping item to correct the ballot language rather than to change projects or funding levels. The amendment was presented to align the county resolution with the intergovernmental agreement that divides SPLOST projects among municipalities.
The board did not detail vote tallies in the public record during the meeting for this item. The county clerk indicated absentee voters will receive notice of the correction.
