Parks committee advances LWCF grant application; skate-park matching funds discussed

The Tiffin recreation and public property committee reported Oct. 8 and the full council on Oct. 20 advanced a resolution authorizing the city to apply for a 2026 Land and Water Conservation Fund grant to support park improvements.
Parks staff described a potential skate-park project and said the department currently has about $206,000 toward matching or project costs. Committee members discussed an example match scenario presented in committee — a $225,000 local match to yield a $450,000 project — and noted that LWCF awards come through the state and carry a permanent parkland restriction and signage requirements.
Law Director Zachary Fowler told the committee that accepting LWCF money requires a sign acknowledging fund sources and that the parcels accepted under LWCF must remain parkland. City staff also noted a third-party survey and easement work may be needed and that the legislation should include emergency language to meet the Nov. 14 application deadline. The council voted to suspend the three-reading rule and pass Resolution 2025-49, authorizing the mayor’s designee to apply for the LWCF grant; final passage vote was 6–0.
The committee tabled a separate item (legislation 25-45) concerning the sale of a retention pond to allow time for the law director’s additional review.
