Probation office reports heavy caseloads; committee approves drug-court budget adjustments

Hamblen County probation staff told the Finance Committee on Oct. 14 that three full-time probation officers are handling a combined caseload that the office estimates at roughly 1,300 to 1,400 people in varying stages of supervision.
Mr. Baird, the community service work program director who presented the report, said that while the numerical caseload averages about 400 people per officer, most supervisees are at different stages: some have active warrants, some remain incarcerated, some are in treatment and others are on graduated supervision. He said officers see most clients weekly, and that supervision frequency varies based on compliance and court requirements.
Commissioners and staff discussed the $45 monthly supervision fee, collection challenges, and whether dedicated collection resources (for example, a deputy focused on collections or warrants) would be cost-effective. Baird said the office is still consolidating operations after recent changes and expects collections to improve as procedures settle in.
The committee approved several budget amendments related to courts and probation. Members voted to approve an amendment that will pay out accumulated comp time for a drug-court assistant and to approve a separate amendment to increase a drug-court assistant's salary and associated insurance costs; committee discussion noted part of the funding would come from fees received and part from fund balance.
