Commission approves Change Order 25 as Justice Center nears substantial completion

Hamblen County commissioners approved Change Order 25 for the Justice Center project on Oct. 14 after a presentation from Burwell Construction that said testing and commissioning are underway and the contractor expects substantial completion by Oct. 31.
Jerrin Dolart, a Burwell Construction representative, told the Justice Center Public Safety Committee that the project was at about 99.71% complete as of the contractor's last billing and that final audio-visual testing and commissioning would occur before the end of the month. He said a gate damaged earlier in construction is in manufacture and expected to be delivered and installed soon, and that county move-in and operations would follow the county's planning timeline.
Dolart described Change Order 25 as a package composed of multiple potential change-order items, including PCO 105 (phone/data relocations within detention pods), PCOs 108'11 (additional fire-alarm and heat-detector work), and costs tied to security-system updates for detention doors. He said many of the items resulted from inspector or authority direction (in this case the fire marshal) after initial plan approval. Dolart estimated the PCO-specific totals during the presentation and said the change order finalizes previously authorized change directives and not-to-exceed allowances.
Commissioners sought clarification about which items were on a negotiation or appeals list and whether the county would pursue cost recovery. Dolart said some items are on a negotiation list and that contract negotiations and any related legal work would be addressed once the project reached substantial completion to stabilize positions. A county official added that target substantial completion on Oct. 31 would allow the county to proceed with final steps for occupancy, but that actual move-in timing depends on logistics and court schedules.
A commissioner moved to approve Change Order 25 "in its entirety." After a second and a voice vote, the chair announced the motion passed and the change order was approved.
The project team said final commissioning reports and a substantial-completion letter would be issued after the remaining tests and walkthroughs, and staff reiterated that responsibility for occupancy and the timetable for the sheriff's office and court operations rests with county administration and the sheriff.
