The Narberth Borough Finance & Administration Committee on Oct. 16 approved a slate of routine and project-related payments and administrative actions.
The committee voted 2-0 to approve scheduled bills from the general and capital funds totaling $357,691.52. Staff had noted large debt-service line items tied to prior acquisitions and building repairs and a third-quarter police services payment to Lorimerian Township.
Members approved contract change order No. 2 for the municipal building HVAC, which staff said covered additional dampers and noise-dampening work delayed by supply-chain issues. A related certificate for payment No. 6 was approved for a final payment of $20,990.27. The change order documentation lists $75.65 as the specified incremental amount for the dampers.
The committee approved contract change order No. 1 for the 2025 road program that reflects a field change from 12-inch to 6-inch line striping on a segment near Iona; staff presented it as producing a net decrease to the contract price (the transcript references a net decrease of about $46,001.99). The committee then approved certificate for payment No. 2, the road program final payment of $21,654.83.
An escrow release request for 146 Marion Avenue (Saldo Project) was approved for a recommended partial release of $72,086.62; staff stated a remaining escrow balance of $55,705.13 will hold for final closeout items such as landscaping and as-built plans. Staff explained sanitary work is complete and one unit has a certificate of occupancy and has sold; remaining site items are typical final closeout items.
The committee approved a civil service solicitor fee sheet (lettered fee shown in the packet, about $300.50) to retain Chris Gerber for civil service matters for continuity. Members also moved to recommend approval of Resolution 2025-20, designating and appointing the borough manager as chief administrative officer/plan administrator for the borough's nonuniform pension plan through the Pennsylvania Municipal Retirement System.
Finally, the committee approved a dumpster license and indemnity agreement governing shared dumpsters behind 230 Haverford. The agreement includes the borough's right to terminate the license when redevelopment requires the property owner to provide private dumpsters and an indemnification clause from the licensee.
All votes recorded in the meeting transcript were reported as 2-0 in favor; individual yes/no tallies by member name were not recorded in the transcript.
