Public health-and-safety committee to consider mirroring Lower Merion's seasonal leaf-blower ordinance

Members of the borough's public health-and-safety committee reported on Oct. 16 that the Environmental Advisory Council (EAC) has been working since 2023 on recommendations regarding gas-powered lawn equipment, including leaf blowers. The EAC suggested either mirroring Lower Merion's advertised ordinance, which focuses on leaf blowers and uses seasonal restrictions and a multi-year phase-in, or adopting a broader ordinance that phases in restrictions on all gas-powered lawn equipment over two to three years.
Committee members said they generally favor mirroring Lower Merion's approach and will discuss a draft at the public health and safety meeting in November and then at the Finance & Administration committee before bringing it to full council if all goes to plan. Lower Merion's advertised ordinance, as described by committee members, restricts gas-powered blowers seasonally during certain months and includes phased effective dates beginning in 2026.
Committee members asked staff to provide a link to Lower Merion's advertised legislation so councilors and residents can review the text before the committee's next meeting.
