The City of Orange City and staff will meet with the Volusia County School Board on Oct. 30 to discuss options for the historic Orange City Elementary building after councilmembers raised concerns about possible demolition without local input.
Mayor Kelly Marks and staff said the property and building are under school-district control and that Florida law preempts a municipal demolition permit on school-owned property. City Attorney (Mr. Waters) confirmed the district does not need a city demolition permit. Council members emphasized the community values the building's history and asked to explore alternatives including documentation, relocation, reuse or memorialization. Interim City Manager Christine Davis said staff will compile cost estimates and feasibility information for preservation or relocation options and present findings after the Oct. 30 meeting.
Council asked staff to consider community engagement opportunities if the building cannot be preserved in place, and to provide clear cost and timeline estimates so council can consider options in a public forum.
