Council asks staff to explore free senior-advisor search assistance for city manager recruitment

The council discussed approaches to a permanent city manager search on Oct. 14 and directed staff to gather more information about free or low-cost assistance through the Florida City Managers Association (senior-advisor program) before issuing any paid executive-search RFP.
Interim City Manager Christine Davis presented sample RFPs and two draft scopes of work that staff had compiled from other cities. Councilmembers noted that executive-search firms typically charge between roughly $30,000 and $35,000 and discussed trade-offs between a paid search and free senior-advisor resources. Councilmember Thompson and other members recommended that staff first explore the senior-advisor volunteer program provided by the Florida City/County Managers membership as a no-cost option and report back; staff agreed to do so.
Davis clarified she will remain in an interim capacity and acknowledged potential conflicts if she chose to apply for the permanent position; council said staff should follow ethical rules and legal guidance if Davis applied.
