Orange City to expand OC Connect outreach: banners, kiosk flyers and LED sign content plan approved

The City Council on Oct. 14 approved a low-cost outreach package to increase sign-ups for OC Connect and agreed to a standard operating procedure for the city's LED sign at Graves and Volusia.
Maddie McAllister, public information officer, reported the OC Connect app launched in 2021 and has about 2,200 users; staff recorded 44 new signups in September and 48 in late August after the LED sign went live. McAllister presented low-cost options to increase visibility, including park fence banners, yard/snipe signs, restroom poster frames and kiosk flyers. She recommended using a low-cost vendor ("banners on the cheap") for production and proposed three park locations to host banners.
Council discussion focused on visibility, cost and vandalism risk for yard signs. Council reached consensus to order three 4x8 banners at the agreed park locations, place printed flyers in park kiosks and to pursue restroom poster frames at low cost. The council also endorsed a proposed LED sign rotation: meeting notices, a rotating council welcome/photo slide, OC Connect promotion and city-sponsored event notices. Council decided against purchasing snipe/yard signs at this time; staff estimated the selected banner and kiosk options would be under $1,000 total and said funds are available in operating budgets, with the option to absorb small costs in Parks & Recreation operations and then adjust the budget if needed.
McAllister will implement the orders and report back if vandalism or additional needs arise.
