A board member moved that the Economic Development Authority go into a closed meeting pursuant to Virginia Code §2.2‑3711(A)(3) (discussion or consideration of acquisition of real property when public discussion would adversely affect bargaining) and §2.2‑3711(A)(6) (discussion of investment of public funds where competition or bargaining is involved).
The motion, which named strategic acquisitions and the Emerge program as the subjects, was seconded. The roll call after the motion recorded votes in favor by Commissioner Mitchell, Commissioner Barber, Commissioner Brown, Commissioner Cherry, Commissioner Herrmann (referred to as Carmen in the roll), and Commissioner Ross Morgan; the motion passed 6–0. The board then entered closed meeting.
Upon return from closed meeting, the board certified that the matters identified in the motion were the only matters discussed in closed session and reconvened the public meeting. No details of the closed discussion were made public at the meeting.
