County staff report delays, coordination issues and pending fines across Mayapple, Moss Creek, Bottlebrush and Mammoth projects

For Moss Creek, a developer-side issue canceled a progress meeting but staff indicated the overall schedule remains on track for next summer once the developer resolves outstanding items.
On Bottlebrush, staff said preconstruction is expected in spring and construction next summer. Fines that were to be issued last week were postponed after photo discrepancies between parties; staff plans to move forward with fines after resolving disputes. Ted said staff will continue coordinating vegetation and screening plans and will meet with the developer, county leadership and legal counsel to outline next contract phases and document hours and activities for transparency.
On Mammoth, construction continues in multiple sections and staff said they are pursuing fines and notices as needed; the project team is coordinating invoices with the auditor’s office and tracking contractor disputes.
Staff requested that commissioners expect ongoing updates and said legal and financial coordination will continue as staff prepares contract-phase meetings.
