Council adopts repeal and reenact of Chapter 14 to make subdivision and development plan review administrative

The Prescott Valley Town Council on Oct. 23 approved ordinance 2025‑970, repealing and reenacting Chapter 14 of the Town Code (Subdivisions and Other Land Projects). The change implements a state mandate requiring subdivision and development plan review to be administrative rather than discretionary.
Frank Cassidy, the town’s land‑use attorney, told the council the update was largely driven by 2025 state legislation requiring administrative review of subdivisions and development plans to shorten approval timelines. "The legislature was looking to try to shorten the period of time for that kind of approval," Cassidy said, explaining the intent was to make objective, ministerial review faster and more predictable.
The new chapter consolidates prior land‑split language, updates submission requirements, clarifies off‑site mitigation standards based on engineering need, and gives the town engineer authority for technical review and approval. Staff said land splits will remain in Chapter 13 temporarily with identical language until final cross‑code edits are completed.
Council adopted the ordinance on final passage; staff noted the ordinance becomes effective 30 days after passage.
