Council approves WIFA loan/grant for stormwater recharge field trials using deep‑column infiltration

The Prescott Valley Town Council on Oct. 23 authorized a WIFA loan/grant package to finance a two‑year stormwater recharge field trial that will test deep‑column infiltration (the presentation called them "white churro" columns) to increase groundwater infiltration in the town’s clay soils.
Staff described a test design with paired basins — one with deep infiltration columns installed and one control — instrumented for monitoring to compare infiltration rates. Columns can be driven up to 40 feet to move water beneath the high evapotranspiration zone and into deeper soils, staff said.
Wadsworth told council the total project cost is $664,000, with approximately 60% structured as a WIFA loan and 40% as a grant. Salt River Project and other partners have been approached for additional support. The motion to authorize the mayor to sign the WIFA loan agreement (942036‑26) passed unanimously.
